My own toddler keeps saying he is one after he learned that he was three years old. I'm not sure if he is trying to say he is the firstborn (which he is), or if he is the best person in the room, or if he thinks he is one year old, or if he is just joking. Or something else. It is definitely hard to tell with little ones.
