Is the person in question Anarion? I can't conjure a specific "left", but that's the traditional position of the second heir, or perhaps there's a detail of the Argonath I can't locate.

@Elvheimdros got it! It was Anarion, and the clue was specifically related to the Argonath in that the statues had their left hands raised in defiance of Gondor's enemies.
I thought quite a bit how to answer the "was he a King of Gondor?" clue because Isildur and Anarion are often thought of as co-rulers of Gondor and Anarion died before Elendil so he never held the title of "High King." That said, I had decieded after answering the question I'd give a correct reaponse to anyone who guessed either Isildur or Anarion, since both had their left hand raised and all the clues applied to both, but it was Anarion who was my original thought.
