It is not Faramir, but it is Prince Imrahil, whose blue banner is noted in "The Siege of Gondor" at the sortie. Well done @Aerlinn: you're up next.

Well, my last best guess is going to be Maglor? Perhaps the only surviving son of Feanor and Nerdanel. And I mean he did throw a silmaril into the sea, so plausible would suggest the same if he came across the Ring.

18. No, they are presumably in the Undying Lands for the entirety of the Third Age. (Anything about this character's final fate is unconfirmed in the Silmarillion itself.)

Not Maglor, but your first guess was closer @Boromir88.

It is not Nerdanel or Gil-galad. Cirdan is still, by quite a bit, the closest guess.

Aaaaaah, I just found a UT quote that threw me for a bit of a loop. But in the end, I think the only answer it alters is...

15. No, he was definitely NOT involved in the Kinslaying at Alqualonde. And so...

19. No, he did not return to Middle Earth from the Undying Lands.
20. Yes, I think it can be definitely inferred that they met at least once.

Ok, so Teleri...ish and did not partake in the kinslaying of Alqualonde. So, maybe one of the children of Finarfin and Earwen. Is it Finrod? I believe he was re-incarnated so he could return and be forever with Amarie. :D

Is it maybe Voronwë, who was the last of the seven to be send by Círdan into the west and ended up guiding Tuor to Gondolin? It is said that his mother was kin of Círdan, which would make him Teleri-ish (because Sindar/Falathrim).

23. This elf was not still in Middle Earth when the Noldor returned because...

...ding ding! @Balfur has it with Voronwë! I was a bit worried I had messed up the Teleri question so it was a relief to look up the family/elven clan trees. And I didn't realize that he had been born in Nevrast until last night! :smiley9:
